ALAN J. LEE
MISSION:
Our office wishes to keep and maintain all records and accomplish the prompt and orderly business disposition of the courts as required by law and to provide quality and professional service to the citizens of Carroll County.
ORIGINS OF THE CLERK OF COURT:
The Clerk of Superior Court is established in the Constitution of the State of Georgia. The clerk is one of the four Constitutional Officers who can be found in each of the 159 counties in the state. The other constitutional officers are the sheriff, the tax commissioner and the probate judge. The Clerk's duties are statutory in nature and are found in the Official Code of Georgia in literally hundreds of statutes created by the state legislature. In addition, the clerk has an obligation to follow the court rules for each court they may serve. The clerk is an elected position in each county, providing personal service directly to the public on a daily basis through direct contact with the clerk or through contact with his or her deputy clerks.
LIMITATIONS ON THE CLERK OF COURT:
The clerk and deputy clerks desire is to help all parties that ask for assistance and will eagerly attempt to do so. The clerk and his/her staff are strictly forbidden to practice law by statute and are restricted in what they can give advice about or assistance in preparing. Any assistance given by the office should never be considered legal advice. ANY legal advice should and MUST only come from a licensed attorney and the clerk's office will encourage all parties to seek competent legal advice. We ask that you be understanding with our staff as we attempt to assist you while understanding the limitations we face in assisting each individual party to a case.
ABOUT THE CLERK:
Alan J. Lee is the Clerk of State and Superior Courts in Carroll County and a Constitutional Officer. He began his journey as Clerk of Court in January 2009. As a 14-year veteran in the Carroll County Sheriff's Department as an investigator and as a military veteran, Mr. Lee was well suited for the position as Clerk. He is responsible for protecting the integrity of public records and public funds. His office receives, manages and processes all court documents, collects and disburses all court fees, fines and court costs. The Clerk's Office also provides the public with access to court records including court documents, deeds, mortgages, liens, trade names and Notary Publics. As an elected official of Carroll County, Alan is answers to the citizens of the county and is not an employee or an appointee of any county commission or judiciary. He maintains an open-door policy for his office and encourages anyone with questions, requests, or feedback to contact him at his office.
In addition to fulfilling his duties as Carroll County Clerk of Court, Alan Lee's efforts extend beyond the borders of Carroll County. He supports his colleagues across the state and serves as an inspiration to others in his quest to modernize Georgia's Superior Court Clerk's offices. His forward-thinking approach and meaningful, innovative work within the clerk community had won the respect and admiration of his colleagues. Alan was elected as the District Chairman of the 4th, 5th, and 6th Districts in 2018 and for the subsequent four years. He was also awarded the Stetson F. Bennett Clerk of the Year Award for Districts 4, 5, and 6 for 4 straight years from 2019-2022. In 2023, Alan was honored once again with the F. Barry Wilkes ECLAT Award. This is a yearly award honoring one clerk by his colleagues for his leadership to the clerk community and his county, but more specifically for his relentless dedication to advancing technology for the betterment of the clerk's office and, ultimately, to enhance services provided to the citizens of Georgia.
Alan was born and raised in Carroll County and is a graduate of Central High School of Carrollton. He and his wife Terry, have three sons, one daughter, and six grandchildren. Together, they operate a small breeding business producing Sheepadoodles and AKC Old English Sheepdogs. Alan is an active member of Antioch Baptist Church in Whitesburg and a 35-year member of the former gospel group Heaven's Echoes which was founded by his father, Joe Lee. He now sings with a local group called the Gloryland Boys who sing for churches and event around the area. In his spare time - hard to image he has any - Alan loves spending time with his grandchildren, loves to hunt and fish, and is an avid "do-it-yourselfer" at home and at the office.
